How odd.  Yes, that's where PYTHON lives in the build tree, and that's
the first line of convert-ly.py.  But 2.11.63 (gub2) similarly has

  #!/home/lilydev/vc/gub/target/tools/root/usr/bin/python

which I assume to work?

So possibly something breaks when associating .PY with PYTHON (ie: an
nsis installer registry problem), or the python interpreter is broken.

Can you try to run python, and eg

  cd Program Files/LilyPond

  usr/bin/python --help

this gives:
 unknown option --
 usage: [etc]

usr/bin/python -help gives the usual list of commands.
Here's the output pasted from the bash shell:

-O     : optimize generated bytecode (a tad; also PYTHONOPTIMIZE=x)
-OO    : remove doc-strings in addition to the -O optimizations
-Q arg : division options: -Qold (default), -Qwarn, -Qwarnall, -Qnew
-S     : don't imply 'import site' on initialization
-t     : issue warnings about inconsistent tab usage (-tt: issue errors)
-u     : unbuffered binary stdout and stderr (also PYTHONUNBUFFERED=x)
        see man page for details on internal buffering relating to '-u'
-v     : verbose (trace import statements) (also PYTHONVERBOSE=x)
-V     : print the Python version number and exit
-W arg : warning control (arg is action:message:category:module:lineno)
-x     : skip first line of source, allowing use of non-Unix forms of #!cmd
file   : program read from script file
-      : program read from stdin (default; interactive mode if a tty)
arg ...: arguments passed to program in sys.argv[1:]
Other environment variables:
PYTHONSTARTUP: file executed on interactive startup (no default)
PYTHONPATH   : ';'-separated list of directories prefixed to the
              default module search path.  The result is sys.path.
PYTHONHOME   : alternate <prefix> directory (or <prefix>;<exec_prefix>).
              The default module search path uses <prefix>\lib.
PYTHONCASEOK : ignore case in 'import' statements (Windows).

  usr/bin/convert-ly.py --help

this gives same error message as before.  Here's the output
pasted from the bash shell:

Sorry for the trouble.

No trouble.  Sorry I'm being a little slow.  I'm on
stage every evening this week.  I have a bit part in
Anything Goes, and I also look after the mics and I'm
also the treasurer with the takings to bank each day,
so I only have a few minutes for LilyPonding.
