So, I finally found the culprit: Language detection and translation was
working properly. What was broken was including texinfo files. For each
included file all settings were reset, instead of taking the settings from the
parent file.
I've commited a fix (and added a regtest, which I'll push as soon as the
regtest infrastructure is pushed, too).
