In the words of Graham, I'd recommend nuking your entire build directory before 
trying to rebuild the docs.  I ran into a problem of all sorts of stuff not 
working because I kept trying to make a half-baked build full-baked, but it 
wasn't working.  Getting rid of everything and starting from scratch did the 
trick.
