I would think that it does not make sense to ask anybody but the
original authors of the font (were they not derived from MuTeX?) and of
any changes.  Since contributions to LilyPond are not
copyright-assigned, there is no central authority that could authorize
licensing changes: any contributions will at least have to be considered
as having been made under the assumption of compatibility with the
current licensing at the time of contributing.
