FWIW, I'm pretty certain I now know what causes the additional blank lines. 
It's code added with this comment:

   # workaround for a bug in the regex's that I'm not smart
   # enough to figure out.  -gp

;-)

If my new plan works, it won't be necessary to fix this anyway.
