I put a version of the sources that works with version 2.19 at

With that version the short line is in the Trumpet part (not the Bassoon part).
There is a line in the Trumpet part that consists of one measure of cue notes,
and lilypond 2.19 puts this one measure alone on a line. I can copy the cue
notes directly into the Trumpet part, in the usual Voice not the CueVoice, and
still see the problem. This single measure is a full measure of triplet 16th
notes. I can rewrite them as 16*2/3 notes and still see the problem. If I
rewrite as 16 32 32 the problem goes away and I see reasonable line-breaking.
I can revert the commit
https://github.com/Keith-OHara/lilypond/commit/a389298c5c2fc5cfce75be1600c2da85b4be5acb
(resolving conflicts by hand) to remove the problem.
I still have not been able to extract an example of reasonable size that shows
the problem.
