Student applications begin on March 10, and end on March 21:

As far as i know, there is no separate deadline for submitting project
proposals written by students. It's more like this: if a student
wants to work on his own project, he officially submits that project
when he applies to GSoC him/herself, and then his project has to be
accepted by the organization.
Of course it's strongly recommended to discuss such projects with the
organization before applying.
