Exactly.
What is necessary is the coincidence of
- the need
- someone being capable of working on the subject
- this person being interested in doing so
- this person having the impression that the task is
  - worth the effort and
  - somehow manageable
- this person having capacity to do so

So far this didn't happen all at the same time, and I think GSoC is 
useful exactly for this ...
