Hi Dan

I set the permissions for Developers (you're one) to permit editing comments.  
Maybe only Admins should have this privilege?  Easy to change, but I'll leave 
it as it is for now.

I like being able to edit the description of an issue.

Allowing me to edit comments not authored by me is more permissive than other 
issue trackers I’ve worked with.  At least there is a footnote that I did so 
(https://sourceforge.net/p/testlily/tickets/4365/#09c3).
