I'm not sure if you ever got a reasonable answer.
The CVS repository is just a storage place for the source
code that makes it possible for a group of programmers 
to work on the same program in a controlled manner.
It's also possible for ordinary users to access the 
repository if they want to compile the absolutely latest
version themselves from source code.
