Well, it is only recommended if you want to use lilypond-book in conjunction with latex to produce a document. In that case, it's pretty obvious to anybody that you need a tex distribution anyway. However, for the 99% of the users who don't use lilypond-book or only use it with other formats, there's no dependence. Of course, if you are strict and say that you have a dependence even if it's only via a rarely used utility script, then there's a dependency. /Mats
