It seems that PyKDE4 has been already ported to win and mac:

This page shows PyQt4 not PyKDE4. I dont know, how big is the difference between the two packages. But I fear that won't be enough.

I would give Frescobaldi a try on my Windows 7 system using http:/windows.kde.org, but the PyKDE4 should be the missing link.
