OK, just checked it.

Provided you have
- LilyJAZZ "installed" in LilyPond's font directory
- openLilyLib and its /ly subdirectory in LilyPond's include path
then

\include "openlilylib"
\useLibrary Stylesheets
\useNotationFont LilyJAZZ

will make your example work properly. You should remove the \jazzOn.
