It would be nice if LilyPond could provide a native approach to that problem
that pops up regularly.
A workaround would be to use the edition-engraver & page-layout packages to
manage synchronized (manual) breaks, create two pdfs, shuffle them somehow and
have the pagination done separately (e.g. in LaTeX).
A more low-level feature request would be to add a paper variable that allows
odd-only or even-only pagination.
