Well, I had tried that in my real-world (non-MWE) example… but it didn’t seem 
to work:

 \once \override Staff.Arpeggio.positions = #'(3 . -12)
  <c'>2.\arpeggio
 \once \override Score.Arpeggio.positions = #'(3 . -12)

}

  \time 3/4
  \clef bass
  <c e g>2.\arpeggio
  <c e g>2.\arpeggio
  <c e g>2.\arpeggio
}
