format for orfinary college paper

i'm looking for a bag of Lout definitions and variable settings that
together produce the typical double-spaced footnoted paper with
single-spaced display quotations.  anyone have anything that fits the
description?  anyone want to try to hack it?  a good model is LaTeX's
"doublespace" style option i've seen floating about the net.
