Citations in Lout

    I've been using troff for 6 years pretty happily.  I'm currently
learning (and dreading) TeX.  I'm considering ditching TeX altogether to
give Lout a go-around, but I can't find any citation tools.  I found the
bibliography macros, but this doesn't help as much as a "refer" style
program would.

    Any hints?

    (I notice Jeff Kingston harded '[1, 2]' style citations in his
journal paper.  :-)
