First, I wonder why "&-" is defined to be unbreakable?  This looks
like a bug to me.  -ddof shows that hyphenation points are mapped to
&0ch.

I think that your problem is the next line.  It seems that Lout tries
not to leave it underfilled.  For example, try adding a word:

    Dauer &0ch emissionen) foo
         -^^^^-          -^^^^-

and Lout will break Daueremissionen at the suggested point though it
won't add a hyphen?!  FillObject adds a hyphen for ADD_HYPH internal
gap mode.  It seems that HYPH_MODE is not converted to ADD_HYPH
somewhere...
