not respecting line breaks

Lout rendered the following file in a surprising way, putting the 2nd and 3rd
lines of the first two people on the same line, but not doing so for the 3rd
person.  I thought "lines @Break {...}"  should preserve all line breaks. 
What's going on?  This is version 3.13; I haven't gotten around to installing
3.16 yet.  

Lout bug, or is something goofy in my script?

The postscript file produced by lout contains the following excerpt.  Note the
use of 's' where there ought to be 'm' in two places - so it's lout's fault! 
ghostview is innocent.
