Yes, it is possible (converting my version that uses horizontal
galleys into a version that uses vertical gallyes is left as an
exercise to the reader).

However the result looks akward, because the two targets (by the side
of the picture and full width below the picture) have different widths
and paragraph breaker can't cope with this.  It breaks the paragraph
when it encounters the first target and so it breaks the paragraph for
the width available by the side of the picture.  However when the
space at the first target is exhausted the rest of the lines is sent
to a full width target below the picture and you will see ugly spaces
because @PAdjust will expand the line fitted for the short width into
the full width available.

I recall Jeff already mentioned this problem when varying-size pages
where discussed.
