I've been told that russian linux users complained about this quite
some time ago but to no avail.  I have no desire to bug glibc
maintainers myself about this as I don't use Linux.

I've only glanced at glibc collation stuff and it seems that it's not
so easy to change the way it works.

Why don't Linux users take this up with glibc maintainers?

OTOH, I admit that ANSI C makes no guarantees about the way strcoll()
works, so, formally, glibc is conformant.  I leave up to glibc users
to judge whether ignoring separators in collation is a useful thing to
do.
