In this case @EtikettList is part of paragraph (sort of one big word :-),
so it's not breakable across pages.

The quick fix is to add // concatenation (which is almost always a
good idea when you deal with galleys) and add a fake target at the
begining so that the Lout can notice it and attach the Etiketten 

    @Text @Begin
    // @EtikettRow # to let lout find the target
    // @Etikett { ... }
    // @Etikett { ... }
    # ...
    // @EtikettList
    @address@hidden
