Sadly, no.  Each footnote has to be in its own paragraph.
This is quite a basic restriction, in that the underlying
mechanisms on which Lout is built do not allow for this.
Well, there is something called "horizontal galleys" which
could in principle do it, but horizontal galleys never got
further than a kind of experimental extension, although
they are used to produce drop capitals.
