Ambroz,

>From my reading of the code, the Linux implementation specifically chose to
not limit how many stretch ACK's it accepts for cwnd adjustment.  The comment
even mentions that ABC recommends N * 2, while they support N * N.  So yes
they are not following the guidance in both RFC 5681 and 3465, but it is
intentional.  I may do some more digging in the commit history to see if there
is more justification for not following the RFCs
