Follow-up Comment #9, bug #53803 (project lwip):

OK, so in the case of connecting to a different link, the TCP connection will
stay open but it won't have connectivity. That's OK, I guess.

Your comment #8 sounds like the best way to go so far.

Thinking about it, it would probably make sense to call etharp_cleanup_netif()
from netif_set_link_down(), too, to ensure ARP entries are removed on link
loss.
