I think you've missed something I'm afraid!  TIME_WAIT lasts for 
120 seconds, so the code is correct as it stands.  The maximum segment 
lifetime (MSL) is much longer than you think, which is I think where you 
introduce an error.  If you want to know the reasons behind this I can 
provide some references to explain in more detail.
