The core lwIP code has support for VLAN (see ETHARP_SUPPORT_VLAN,
ETHARP_VLAN_CHECK, LWIP_VLAN_PCP and LWIP_HOOK_VLAN_SET), however,
yourquestion seems out of place here, as it seems related to the mbed
configuration.
