Follow-up Comment #3, bug #28617 (project maposmatic):
In Germany, municipalities have different admin_levels:
Berlin and Hamburg are state-level cities with admin_level=4
111 cities are independent cities, they don't belong to a county, but they
also have admin_level=6. You can make a difference between independent cities
and counties by using admin_levels.
Munich is the biggest independent city with admin_level=6.
Zweibrücken (relation=62719) is the smallest independent city with
admin_level=6.
In Niedersachsen, there are two types of municipalities:
Samtgemeinden (conjoint municipalities) (admin_level=7) are multi-village
municipalities which have one conjoint mayor and one mayor for each
participating village.
Einheitsgemeinden (unified municipalities) are also multi-village
municipalities which have only one mayor and one city council, but they are
usually bigger than conjoint municipailities, and it is a matter of pride to
mark them equally with admin_level=7 in order to show that their
administrative level is equal to conjoint municipalities.
Downgrading admin_levels just in order to fit MapOSMatic doesn't seem a good
solution to me.
