Sorting them under a separate category ' is acceptable to me too, for
the general case that is. I prefer the -L nl_NL's special handling,
but I realise this makes no sense for all languages to use; it might
even break street names in other languages to adopt those rules.

Your proposed solution of sorting only on alpha isn't a bad idea
either. And while I very much agree that data should preferably be
fixed in OSM, so as to better the data for everyone, in this
particular case those 't / T cases are perfectly cromulent Dutch
streets.
