I think posting is done per-database.

At one point we talked about having per-project .monotonerc files,
but I don't see that in the source, so I guess it hasn't been
implemented yet.

It may make sense to have posting configuration recorded in the
database rather than in a .monotonerc.

Monotone doesn't support nntps.  AFAIK the only way to add support
would be to hack the source a little.
