oh, well if the commits have the same author and changelog, it'll probably
do that; merely because it is not thinking about the structure of the
file anymore by the time it gets to aggregating commits. it's thinking
about whole-tree edits at that point, and it identifies such edits by
<author,changelog,time> triples. that's probably a bug.

perhaps it could be fixed by associating additional sets of
<RCS revision,file> pairs with a particular commit, and causing commits
to remain different if they contain dffering RCS revisions on the
same file. currently I think we throw RCS revision numbers away after
the branch structure is synthesized.
