I use MinGW / MSYS. not sure if the build works on 98, I only have XP 
here. if you could report results, I'd appreciate it.

someday I hope to extend the build to support vc7 or watcom since they 
are gratis now. perhaps it'll require shifting to scons. that's 
plausible, I just haven't had the available energy yet.

I'm doing the windows build of 0.16 tonight. it'll be ready in the next 
few days, assuming new years isn't a complete bender :)
