[Monotone-devel] remove "-no-init-file" when invoking emacs

I'd like to remove "-no-init-file" from emacs args. OK, emacs starts a
bit faster without it, but it gets unusable (no mouse scroll, no theme,
no key bindings, etc). With emacsserver, there is no speed issue at
all :)
