Which, in specific, are:

1. adds /usr/local in include and lib search path
2. adds a couple of $(LIBINTL) $(LIBICONV) in configure
3. adds a missing "ifdef ENABLE_NLS" in monotone.cc
3. adds a missing "ifdef ENABLE_NLS" in sanity.hh (this patch doesn't
apply to trunk)

PS: my (straightforward) patch to update the port from 0.19 to 0.22 was
approved just a few hours ago http://tinyurl.com/bn48o =)
