Cool, thanks for helping out.  This is definitely the right place to
ask (or on IRC, if you felt like a more interactive format --
#monotone on irc.oftc.net).

My suggestion would be that it should "be used to create MT/log on
setup or after commit".  That way people who like MT/log and people
who don't, see the same behavior.

One little "gotcha" to watch out for here is that we should refuse
commit messages whose text is identical to the template -- just like
we refuse commit messages that are empty.  This preserves the behavior
people expect where if they just quit out of the commit message editor
without saving, then their commit will be canceled.
