Yeah, doing the "right thing" sounds good.

Subversion does your third option:  execute if it is "safe" (i.e.  
everything has been committed).  If it would be unsafe, then just  
remove the file from the manifest without deleting the changed  
version and tell the user.  There is a --force option to force it to  
delete the file even if it has been changed.

That seems pretty reasonable.  I'll look into providing a patch...  
sometime.
