Using CHARSET=CP1252 LANG=it and italian accented letters (àèéìòù), I
have no probems... but I'm using the Cygwin versione while you're using
the native Mingw one.
I'm not quite sure the native win32/mingw version supports locales (or
does it?), you might want to try the Cygwin one just to be sure.
Your environment variables looks good, and special characters in that
charset should definitely be accepted...
