Don't know.  Most likely they wanted a drop-in replacement for
ncurses 5.9, without having to relink all things that depend on it?

I think so too.

Mystery remains why ncurses on your system does not "convert" certain
escape sequences to single-integer key codes.  But... it doesn't really
matter.  It just makes it more important that nano also recognizes all
possible escape sequences for each important key combination.
