New syntaxes that are not for files that can be found on the
average default install of a GNU/Linux distro go into that
subdirectory.  Because the default thing to do is to inlcude
/usr/share/nano/*.nanorc, which means every syntax that gets
added there slows down nano's startup time by 10 to 15 ms
(when using a spinning disk, which has seek times).  For the
casual user of nano, this becomes annoyingly slow at some
point.
