Version 1.119: EXPERIMENTAL RELEASE.  Added FTP proxy backend (highly
experimental - please test). Patch from John Jetmore to open
/etc/localtime in chroot environment.  All of the following from Yair
Lenga: 'rotate log files' configuration.  open_data_connection fix for
non-reusable sockets on SunOS.  'die' replaced with 'confess' in a few
places to aid debugging.  Allow 'ftp data port' to be given as a
service name, as well as a number.  'authentication_hook' may return
-2 to avoid sleep.  Don't drop priviledges if 'ftp data port' is bound
to a socket < 1024.  Send back GMT in MDTM command.  Various extra
directives such as '%Y' can be included in log file names
(undocumented?).
