Follow-up Comment #4:

Ok, I took another look and fixed this one. OpenMP is now enabled by default:

I've been building with OpenMP for a while now anyway and have had no
problems, all tests pass with or without it. Octave still does not _use_
OpenMP in its libraries anywhere yet, but all oct-files are built such that
they can use OpenMP with no extra handling necessary.
