Follow-up Comment #19, bug #43099 (project octave):
Kind of hard to tell if its still an issue, but many reports where setting the
code page for UTF-8 breaks OS level functions such as ReadFile etc.
Windows seems to like utf-16, so maybe all we need to do is wrapper any
functions to convert between utf-8 and 16.
