Follow-up Comment #16, bug #43099 (project octave):

There is now a collection of Windows utf-8 related bugs reported.

Some for display/font issues, some for file/os related functions.

And indications that windows unicode support is broken at the OS level.

So ... its probaly going to take a while to fix the issues.
