Follow-up Comment #23, bug #36658 (project octave):
Initializations are an Octave-only feature, so I would separate the two
ideas.
Declarations are Matlab-compatible and don't involve printing anything.
global a
produces no output.
An initialization, which is a combination of a declaration and assignment,
would follow Octave's rules for assignment and print something unless
terminated with a semicolon.
global a = 1
=>
a = 1
