Follow-up Comment #1:
Changing the Category to Octave Forge Package. It is the image package which
implements strel, not core Octave. Changing the Item Group to Matlab
Compatibility since this function is defined in the Matlab image toolkit.
The release you are using, 3.6.2, is quote old and no longer supported. You
might try a more recent version of both Octave and the image package. It
appears that the strel class was added in 2013.
