Remember you must load packages to use its functions. Packages are not loaded by default. Did you not the following error message telling you to load the package? warning: the 'strel' function belongs to the image package from Octave Forge which you have installed but not loaded. To load the package, run 'pkg load image' from the Octave prompt.
