Follow-up Comment #4, bug #49913 (project octave):

I think there's some confusion here.

BibTeX styles can format the names in whatever way is needed ("last, first" or
"initial last" or whatever).  So the database isn't supposed to need to have
names listed with "last, first" or "first last", at least for most common
names.  Some names do need to be entered "last, first" but we don't have like
that for the Octave manual.  This is clearly documented in the LaTeX book.  If
a particular style gets it wrong, then the style is buggy.

The style we use for citations in the Octave manual itself (where we don't use
BibTeX) can be whatever we choose, but it should be consistent.  I think the
style shown in the example in comment #3 is fine.
