Follow-up Comment #6, bug #51632 (project octave): well, it's the syntax that normally works at the Octave interpreter in windows (cd $OCTAVE_HOME gives an error, but cd %OCTAVE_HOME% works). Was hopeful it would be transparent to pkg, but no luck.
