Follow-up Comment #20:

I'm marking this as "In Progress".  I've started re-drafting the
documentation, but it is actually quite difficult to succinctly explain the
behavioral differences between the random number generators and capture all of
the funny corner cases.  This is another indication that we should be
deprecating and discouraging the use of the older generators.
