Update of bug #53368 (project octave):

Summary: mxe-octave: build fails at missing prepare_qhelp.py
/lxml => build from dist tarball fails at missing prepare_qhelp.py script

Follow-up Comment #10:

There is no need to add lxml to the mxe-octave build system.

Sorry, I must have missed the very important error at the beginning of all of
this. The prepare_qhelp.py script is missing in the tarball.

The way you are copying it into the source tree gives it a newer timestamp.
Try preserving an older timestamp on the file so that the build rule doesn't
actually need to run.

If you're not sure how to do that, then the important part is that
prepare_qhelp.py needs to be added to EXTRA_DIST in the makefile. When it is
added to the tarball, the build rule won't be executed and there is no need to
run Python.

This affects anyone trying to build from the source tarball, so not just an
mxe-octave error, retitling.
